Feature: Offline Stockpile and Faction Money Deposit

Making stockpile function without a backend, by having a function to save the backend value in files, as well as adding to the value in the files etc.
Alongside the stockpile factions get a money deposit, that only works offline for now, for the upkeep and money they´d need

Acceptance criteria:

• Players can stockpile their goods even if the backend is offline
• Staff can withdraw a given amount from a given factions stockpile to simulate movement
• Staff can check a given factions stockpile
• Players can check their factions stockpile
• Players can deposit money in their factions Deposit/Account
• Players can check their factions Deposit/Account
• Staff can withdraw a given amount from a given factions deposit/account
• Staff can check a given factions deposit/account
