Bug: No error handling when resample metrics

Current system does not have error handling, which will cause the resample process stops when an error happens (due to missing parameters or network errors).

i will bring up these features with the group at our monday meeting to get them fixed in next iteration.

This will be (kind of) fixed by the delayed_job gem (PR #67 ). When a resample operation fails, it will be rerun several times and then removed. No other operation will be influenced by this failure.
