release: promote 0.1.4-alpha to stable 0.1.4

Drops the pre-release suffix from VersionSuffix. No code changes from
the alpha — public API surface is locked and all SPEC §17 acceptance
criteria are confirmed satisfied in Netclaw production.

- RELEASE_NOTES.md: add 0.1.4 stable section
- IMPLEMENTATION_PLAN.md: mark items 14, 15, and 17 complete
