Spectral python for reading ENVI and spectral libraries, spectra as first order Datum

SPY has relatively few essential dependencies, so this could work - and be much better. It would also allow us to read/write spectral libraries in ENVI format. This would be really useful. Also we should make spectra a Datum type.
