Since our org seems to be using GitHub Topics more, we should encourage their use in any template repositories that we have.
Unfortunately, it's not possible for the topics of the template to be carried over to the repository generated with the template, so the best we can do is add a section on Adding Topics to the TODO section of the README.md.
