Conservation checks at tile, grid cell, and full globe (atmos+land+ocean) – radiation, energy balance, carbon, nitrogen, phosphorus

Will need to refer to the cable_checks code that is used in offline

will need modifications to STASH files (stocks at the end of reporting period not averages).

may build off ESM1.5/MD existing scripts

questions about how to fit in with benchcab (spatial) and call within payu/rose-cylc
