Currently, when new submission for mail creation is made, we do not check if the address is available. We should automatically reject those requests and notify user about this issue. Superior should not be asked for confirmation in that case.
User needs to be notified why it was rejected and asked to contact admin - admin would come up with unique email and edit it in sheets. After the edit, admin changes status field to 'Oczekiwanie na opiekuna', and we need to ask superior for confirmation.
