Browser resize (manual and automatic)

Hey !

Love the Cate project, I think it's super cool !!

One thing that could definitely worth improving imo is the resizing of browser.
First the area when cursor switch to click to resize seems to be super small, plus that would be awesome to have like custom presets of size (by system or custom, both would work for me), like mobile, big screen, ipad, ...
This could help a lot!

I haven't seen any way to do so.

resizing should be fixed once the pr is merged - (left, right, bottom and bottom corners)
Presets are out of scope in this pr.

Resizing has some issue not just for the browser panel. Maybe adding a custom resizing UI for all panel inside a canvas could improve it.

cant reproduce for other panel types on 1.0.3.
webview ist out-of-process, Electron-Tag, other renderer and behaves different, for me editor / terminal are working as expected. How to reproduce ?

Resizing panels on a canvas from the top vertically. Instead of resizing it tries to drag the window.

I added this PR if you think it's a nice addition! I kept it simple with the normal desktop / laptop / tablet / phone configuration.

I totally understand if this is not wanted to keep the product more minimal!
